The
infrastructure investment deficit around the world is considerable.
Multilateral financial institutions estimate that only in the
transportation and communications sectors, such deficit surpasses
the level of US $950 billion, of which, one third corresponds to
Latin America and the rest is divided among Asia, Eastern Europe,
and Africa.

the face of this enormous financial challenge, national governments
are constrained to finance these projects solely with public funds,
